Identity Management and Record Linking for Government Agencies

Improve data quality and break down data silos within your agency and across jurisdictional boundaries.

As reliance on technology and data becomes ever-greater, local, state and federal agencies need to be sure they have a handle on identity management. It’s the key to maintaining your data quality and to understanding the individuals and businesses within your jurisdiction. It’s also critical for preventing fraud and performing investigations.

LexisNexis® Risk Solutions has developed identity management technology that enables government agencies to:

  • Break down data silos within your agency or across jurisdictional boundaries
  • Ensure data hygiene Share data in a secure environment
  • Protect against cyber and fraud threats
  • Deliver a positive digital citizen experience (CX)

We use a proprietary and patented data linking approach called Scalable Automated Linking Technology (SALT) to draw upon our extensive data—over 82 billion public and proprietary records from more than 10,000 sources—and turn disparate information into meaningful, actionable insights. SALT allows the efficient analysis of large data sets. The outcome of that analysis is the assignment of our patented LexID® to each identity.

LexID is a unique identification number for every individual and business. The LexID number ensures the security of citizen identities because it isn’t derived from any personally identifiable information, such as a Social Security Number or Employer Identification Number.

Once created, the LexID is assigned to the set of records associated with each unique individual and business. As more and more data about an entity is amassed and linked to a single, unique LexID, the understanding of who that person or business is becomes more holistic and accurate across data silos.

LexID and SALT work together, enabling government agencies to:

  • Create more complete, precise views of individuals and businesses
  • See and understand relationships between individuals and entities that otherwise might be hidden
  • Identify duplicate records and resolve discrepancies
  • Remove duplicate records, which reduces processing and storage costs
