WASHINGTON, DC and ATLANTA – Spear, Incorporated and LexisNexis® Risk Solutions today announced the award of two General Services Administration (GSA) contracts that will broaden and secure public access to U.S. federal agencies using Login.gov, a credentialing system to help people access government websites and programs.
The two companies will provide technology and services for online identity proofing and fraud detection as part of the GSA’s Identity Proofing Initiative, which aims to solve the challenge of providing public access to their programs.
Login.gov gives the public a simple and convenient way to interact with participating federal agencies for programs such as federal benefits, services and applications. A consolidated experience through Login.gov will provide enhanced security and privacy protections for users, while empowering federal agencies to work in concert through the use of an efficient, cost-saving technology solution.
According to a recent Federal Deposit Insurance Corporation (FDIC) Executive Summary, approximately 70 million people are credit invisible, unbanked or underbanked, making them largely invisible to Login.gov’s current identity resolution capabilities. The best way to achieve better coverage goal is to include public records data to supplement. In addition, Javelin Strategy’s recent study estimating a record high of 16.7 million U.S. victims of identity fraud in 2017 alone, demonstrating that further action is needed to address identity fraud.

The LexisNexis technologies are fully compliant with NIST 800-level security standards; a requirement for meeting U.S. federal government computer security policies, procedures and guidelines.
Spear will provide infrastructure support, and manage program deployment, integration services and customer and technical support in accordance with Service Level Agreements (SLAs). The company will also perform analytics and ensure data quality and compliance requirements are fully met.
