The UC program is a vital safety net for unemployed workers. However, the U.S. Government Accountability Office (GAO) recently shared preliminary information suggesting potential racial and ethnic disparities in the receipt of unemployment insurance (UI) benefits in some states during the COVID-19 pandemic. At the most fundamental level, equity within the UC program means the provision of UC payments to eligible workers, regardless of one’s background, in a timely and fair manner, with an application process that is readily accessible to all workers.
