The Department of Labor (DOL) Employment and Training Administration (ETA) is providing up to $260 million for grants to states that promote equitable access to UC programs.

This grant opportunity (with a deadline of October 18, 2021) is available to states for activities that include:

  • Eliminating administrative barriers to benefit application;
  • Reducing state workload backlogs;
  • Improving the timeliness of UC payments to eligible individuals; and
  • Ensuring equity in fraud prevention, detection, and recovery activities.

States may use the funds to support innovative strategies and solutions to promote equitable access to UC programs.

The UC program is a vital safety net for unemployed workers. However, the U.S. Government Accountability Office (GAO) recently shared preliminary information suggesting potential racial and ethnic disparities in the receipt of unemployment insurance (UI) benefits in some states during the COVID-19 pandemic. At the most fundamental level, equity within the UC program means the provision of UC payments to eligible workers, regardless of one’s background, in a timely and fair manner, with an application process that is readily accessible to all workers.
